The difference between built and assembled
A prefab island dropped on a slab is furniture. A masonry base with utilities run into it, a stone or tile face and a counter that ties to the rest of the hardscape is part of the house.
The second one costs more up front and stops looking new later than the first one does.
What goes in one
Grill, side burner, refrigeration, storage, sink and prep space are the usual spine. A pizza oven is the thing people use more than they expect. Bar seating turns it from a cooking station into somewhere people stand around.
Cover it and it gets used nine months a year instead of four. That is usually the single best decision on the whole project.
Four-season detail
Water lines need to be drainable. Appliances need to be rated for outdoor use and for winter. Counters need to shed water rather than pool it. Stone needs to be laid so freeze-thaw cannot get behind it.
None of that shows in a photograph and all of it shows in February.

Where
Can an outdoor kitchen be used in an Arkansas winter?
Under cover, yes, most of the year. Water lines have to be drainable and appliances have to be rated for it, which is a build decision rather than an afterthought.
Is a pizza oven worth it?
In our experience it gets used more than the grill on the projects that have one. It is also the thing guests gather around, which is usually the point.
Do I need a cover over it?
You do not need one. You will use it roughly twice as much if you have one.
