Avoca is a small town of under two square miles on Highway 62 northeast of Rogers, and it calls itself the Gateway to North Beaver Lake. It began as a stagecoach stop on the Old Wire Road, moved to meet the Frisco railroad in 1881, and incorporated in 1966. The town's own site puts it at 1,362 feet on the Springfield Plateau.
What we see here is a mix of in-town lots and rural property running out toward the lake, and the two want different things. In town it is making a modest garden work harder: a proper patio, a cover, a kitchen along the fence. Further out, the land starts to fall toward Beaver Lake, and slope, retaining and drainage become the project.
Small towns tend to have fewer written rules and more people who know each other, which is exactly why it is worth checking the paperwork properly rather than going on what a neighbour got away with.

What is under Avoca
Avoca sits on the Springfield Plateau, and that decides more about your project than any material you pick.
You are on the Springfield Plateau here, which means the Boone Formation is under you: Mississippian limestone interbedded with chert. Where the limestone has dissolved out, what is left behind is red clay full of chert fragments, and where it has not, rock turns up a foot down when the plan said three. That is a karst landscape, so sinkholes, springs and voids are all normal features of it rather than surprises.
What it means for your project is that excavation is the line on the quote most likely to be wrong. Hitting rock changes the method, not just the hours, and a contractor who priced a flat dig and then finds chert at eight inches has two choices, and only one of them is telling you. It also means drainage has to be designed rather than assumed: water in a karst landscape finds a route, and if the route runs under your new patio you will find out in the second year.
Avoca's zoning ordinance says permits for putting up or altering a building come from Town Hall, and that an application has to come with plans in duplicate, drawn to scale, showing the lot, the existing buildings and the new work. Town Hall is on 479-621-5921. Benton County's Building Safety page also lists Avoca among the towns where detached utility buildings still need a permit inside the town limits, so the county's 2023 exemption does not apply in town.
Exactly who inspects what in Avoca is not spelled out on the town's site, so confirm with Town Hall on 479-621-5921 before relying on it. Outside the city limits it is unincorporated Benton County, where Building Safety (479-271-1003) has not required building permits for detached Group U structures since November 2023. Pools, anything attached to the house and new plumbing, electrical or gas work still need permits, pool fencing still has to meet code, and the county still wants a site plan review through its Planning Office.
