Decatur is a poultry town in the far west of Benton County, halfway between Gravette and Siloam Springs on Highway 59, and proud of it. Its barbecue has been feeding the region since 1953, it was named an All-America City in 1954, and Crystal Lake on the north side of town was made by damming Wolf Creek on land residents donated for it.
It is small, practical and unpretentious, and the projects we see here fit that. At about thirty minutes it is toward the western edge of what we cover. The ground is the same plateau limestone and chert as Bentonville, so the excavation line on a quote deserves the same scepticism here as anywhere else in the county.

What is under Decatur
Decatur sits on the Springfield Plateau, and that decides more about your project than any material you pick.
You are on the Springfield Plateau here, which means the Boone Formation is under you: Mississippian limestone interbedded with chert. Where the limestone has dissolved out, what is left behind is red clay full of chert fragments, and where it has not, rock turns up a foot down when the plan said three. That is a karst landscape, so sinkholes, springs and voids are all normal features of it rather than surprises.
What it means for your project is that excavation is the line on the quote most likely to be wrong. Hitting rock changes the method, not just the hours, and a contractor who priced a flat dig and then finds chert at eight inches has two choices, and only one of them is telling you. It also means drainage has to be designed rather than assumed: water in a karst landscape finds a route, and if the route runs under your new patio you will find out in the second year.
Decatur is one of the few towns where the city does not run its own building inspections. Its own site says building permits, including mechanical, plumbing and electrical, start with an application to Benton County Building Safety; once approved, the permit is paid for and collected at Decatur City Hall, 310 Maple Avenue, and the county carries out every inspection. City Hall is on 479-752-3912 and Building Safety on 479-271-1003.
The catch is that the county's November 2023 exemption for detached Group U structures does not follow it into town. Benton County lists Decatur among the cities where detached utility buildings still need a permit inside the city limits. So a detached pavilion that needs no permit a mile outside Decatur may well need one on a lot inside it. Outside the limits, the unincorporated county rules apply.
