Garfield is out past the battlefield. The Pea Ridge National Military Park's own mailing address is Garfield, and the town sits in the open, rolling country between the park and the north end of Beaver Lake. It also makes it a place where siting is the whole design. Put a structure in the wrong corner of a big lot and it is exposed to the wind, loses the sunset and turns into somewhere nobody goes.
The ground gets more interesting toward the lake. The Arkansas Geological Survey's mapping of the Garfield area notes the escarpment between the Springfield Plateau and the lower, older Salem Plateau near Beaver Lake, where the creeks have cut down through the plateau rock. What is under Garfield
Garfield sits on the Springfield Plateau, and that decides more about your project than any material you pick.
You are on the Springfield Plateau here, which means the Boone Formation is under you: Mississippian limestone interbedded with chert. Where the limestone has dissolved out, what is left behind is red clay full of chert fragments, and where it has not, rock turns up a foot down when the plan said three. That is a karst landscape, so sinkholes, springs and voids are all normal features of it rather than surprises.
What it means for your project is that excavation is the line on the quote most likely to be wrong. Hitting rock changes the method, not just the hours, and a contractor who priced a flat dig and then finds chert at eight inches has two choices, and only one of them is telling you. It also means drainage has to be designed rather than assumed: water in a karst landscape finds a route, and if the route runs under your new patio you will find out in the second year.
Garfield runs its own Building Permits and Inspections Department through City Hall, 14655 South Wimpy Jones Road, on 479-359-3652. The city issues residential building permits and, unusually for a town this size, has its own fence permit application, which matters when a pool or a boundary is part of the project. City Hall keeps short hours, nine to three on weekdays, so it is worth calling early.
Plenty of land with a Garfield address is not inside the city. Outside the city limits it is unincorporated Benton County, where Building Safety (479-271-1003) has not required building permits for detached Group U structures since November 2023. Pools, anything attached to the house and new plumbing, electrical or gas work still need permits, pool fencing still has to meet code, and the county still wants a site plan review through its Planning Office. Anything touching Corps of Engineers land along the lake is a separate matter again.
