Little Flock is a residential town by design. It incorporated in 1970 for one reason, to stop a landfill being put next to it, and it has stayed almost entirely houses ever since. Rogers has grown up to its southern edge along Highway 62, but once you are in Little Flock it is quiet streets, established homes and back gardens that people actually use.
It is also a town that has been rebuilding. The tornado outbreak of 26 May 2024 destroyed its city hall, and plenty of gardens lost fences, trees and structures the same night. A lot of what we are asked for here is replacing what the storm took, and the useful question is whether to put back what was there or build what the garden should have had in the first place. Losing the big trees changes the shade, the drainage and the privacy all at once, and a replacement design has to answer all three.
The ground is plateau limestone and chert, the same as Rogers, so digging is the line on the quote to watch.

What is under Little Flock
Little Flock sits on the Springfield Plateau, and that decides more about your project than any material you pick.
You are on the Springfield Plateau here, which means the Boone Formation is under you: Mississippian limestone interbedded with chert. Where the limestone has dissolved out, what is left behind is red clay full of chert fragments, and where it has not, rock turns up a foot down when the plan said three. That is a karst landscape, so sinkholes, springs and voids are all normal features of it rather than surprises.
What it means for your project is that excavation is the line on the quote most likely to be wrong. Hitting rock changes the method, not just the hours, and a contractor who priced a flat dig and then finds chert at eight inches has two choices, and only one of them is telling you. It also means drainage has to be designed rather than assumed: water in a karst landscape finds a route, and if the route runs under your new patio you will find out in the second year.
Little Flock issues permits through City Hall, 1500 Little Flock Drive, on 479-636-2081. The city has a separate miscellaneous permit for pools, decks, carports and storm shelters, and its fee schedule lists inspection of additions including patios, decks and covers. Benton County's Building Safety page also names Little Flock among the towns where detached utility buildings still need a permit inside the city limits, so the county's 2023 exemption does not apply here.
Pools deserve a specific mention. Little Flock's pool barrier ordinance applies retroactively to every pool in the city, whenever it was built: a barrier at least 48 inches high, no gap that passes a four-inch sphere, and self-closing, self-latching gates. We design the fence with the pool, not after it. Outside the city limits it is unincorporated Benton County, where Building Safety (479-271-1003) has not required building permits for detached Group U structures since November 2023. Pools, anything attached to the house and new plumbing, electrical or gas work still need permits, pool fencing still has to meet code, and the county still wants a site plan review through its Planning Office.
