The ground and the winter are what change most: Northwest Arkansas sits on chert and red clay, and it freezes and thaws about 82 days a year, against about 28 in Dallas and none in Los Angeles. That is even a few more swings than Chicago, which stays frozen longer. Permits are set city by city, and the state license rules differ from Texas and California.
01What is different about building outdoors here compared with where we came from?
Three things: the number of freeze and thaw swings, the rock and clay under the lawn, and how the rules are organized.
Whether you are coming from Dallas, Chicago or the West Coast, the place you left had its own outdoor building habits, and some of them do not travel well. A patio detail that is fine in Plano can heave here, and a Chicago approach built for deep, long frost can be overkill in some places and not enough in others. Nothing in this guide is about price. We have not seen a fair published comparison of outdoor construction costs between these metros, and we are not going to invent one.
02Is the winter really harder on a patio here than in Dallas?
Yes. It freezes far more often, and almost every freeze is followed by a thaw.
NOAA's 1991 to 2020 climate normals count the nights at or below freezing and the days that stay at or below freezing all day. Subtract the second from the first and you get the days that freeze overnight and thaw the next afternoon, which is what wears out wet materials and wet bases.

Two things stand out. Northwest Arkansas gets about three times as many freeze and thaw days as Dallas Fort Worth. And it gets slightly more of them than Chicago O'Hare, because Chicago spends more of its winter frozen solid while here the temperature crosses 32 degrees again and again. It also rains more here than in either Dallas or Chicago, and more often in heavy bursts. Wet base plus repeated freezing is the combination that heaves pavers and spalls concrete. 03If Chicago is colder, why would anything built for Chicago not work here?
Mostly it will, where it matters. The difference is water and ground, not cold.
A Chicago patio is designed for deep frost and long hard freezes. Here the code frost depth is far shallower: the Arkansas residential code requires exterior footings at least 12 inches below undisturbed ground, and the City of Rogers publishes an 18 inch frost line. What causes trouble here is not the depth of freezing; it is the base getting wet and then freezing dozens of times a winter. 04What is under the ground here?
In Benton County, red clay full of chert over limestone. South of Springdale, shale.
Most of Bentonville, Rogers, Cave Springs, Centerton and Pea Ridge sit on the Springfield Plateau, where the rock is limestone interbedded with chert, a very hard flint-like stone. The soil above it is red clay loaded with chert fragments, often with a dense layer a foot or two down that water barely moves through. Excavation that looks routine can hit solid chert, and karst features such as small sinkholes are part of the landscape. 05How do contractor license rules compare with Texas and California?
Arkansas sets a low dollar threshold for residential work, closer to California than to Texas.

If you are coming from Texas, that is a real change: a builder here doing a patio, wall or pavilion over the threshold needs the right state license, and you can check it. 06What about the summer? Is it as hot as Dallas?
No. It is hot and humid, but far fewer days reach 90 degrees than in Dallas.
The same NOAA normals count the days a year when the high reaches 90°F or more: about 44 at the Northwest Arkansas airport, about 106 at Dallas Fort Worth, about 17 at Chicago O'Hare and about 5 at Los Angeles airport. Days at 100°F or more average 3.5 here against 20.3 at Dallas Fort Worth. So shade matters here, but you do not have to design a patio purely as a heat shelter the way many Texas yards are designed.
What Dallas movers often notice more is the humidity and the insects on summer evenings, and Californians notice both. That is a design problem with real answers: orientation, fans, screens and removing standing water. Winter nights are also milder than Chicago's in one specific way that matters for materials. The airport averages 25 nights a year at or below 20°F, against 50 at O'Hare. Deep, hard cold is rarer here. The damage comes from the number of crossings of the freezing line, not from how far below it the temperature drops.
07Which habits from home should we keep, and which should we drop?
Keep the good ones about quality; drop the ones about climate.
From Chicago, keep the respect for frost and the habit of asking about base depth; drop the assumption that deeper is always the answer, because here drainage does more work than depth. From Dallas, keep the focus on shade; add a serious plan for rock and for water, because it rains more here and the ground drains slowly. From California, keep the design ambition; expect to spend more of the budget below the surface, on base and drainage, than you are used to. Wherever you came from, ask each builder how they handle rock and water on your lot, and listen for a specific answer.
08Who issues permits here?
Each city, separately, and the rules differ more than newcomers expect.
There is no single Northwest Arkansas building department. Rogers requires permits for decks and covered patios. Bentonville requires one for retaining walls over four feet. Fayetteville adds hillside and grading rules. Bella Vista needs a city permit and separate approval from its property owners association. Unincorporated Benton County works differently again. On top of that, many newer subdivisions have their own architectural approval. 09Are contractors cheaper in Arkansas than in Texas?
We cannot give you an honest single answer, so we will not give you a dishonest one.
Outdoor construction prices depend on the job, the ground and the specification far more than on the state. A patio quote in Rogers that includes rock excavation, a thick compacted base and drainage piped to daylight is not comparable to a Dallas quote for pavers on a thin base, even if both say "paver patio". What you can do is compare like with like. Ask every builder to state excavation depth, base thickness, what happens if rock is found and where water goes. 10What about scheduling and the building season?
Plan around spring rain and winter freezes, and ask about lead time up front.
The wettest months at the regional airport are April and May, and freezing nights run from November into March. Both affect when excavation and concrete work can happen. Lead times vary by builder and season, and we have no published regional figure to quote, so ask each builder directly when they could start and what could push it.
